Opening Up the Countryside

British Cycling recently launched their “Open Up the Countryside to Cyclists” campaign calling for cyclists in England to be allowed to used all public rights of way, and not just bridleways and byways, which account for less than a third of all public rights of way. In Scotland, cyclists have been given unrestricted access for a number of years and their experience suggests that cyclists can share footpaths with pedestrians with few problems, suggesting that “responsible access by people on bikes is sustainable, manageable and highly beneficial to tourism, health and the economy”.

Although cyclists can use bridleways, restricted byways and byways open to all traffic, they do not currently have the legal right to use public footpaths in England, To do so would be an act of trespass against the landowner. The exception is where the landowner has given consent, but these permitted paths have no formal legal status and permission can be rescinded by the landowner. A good rule of thumb is to assume that you aren’t allowed to cycle on a public footpath unless there are signs telling you otherwise.

Often the distinction between the different categories of public rights of way is lost on the average person and it is no wonder that many people are confused about where the can and can’t legally ride their bikes.  A recent poll carried out for British Cycling shows that the majority of the public are unaware that it is illegal for them to cycle on public footpaths in England and many support opening up the network to cyclists.

There are strong arguments for doing this. Research consistently shows that many people want to cycle more, but are put off from doing so by safety concerns associated with cycling on the road. Therefore, making more traffic-free paths available to cyclists has the potential to get many more people out on their bikes. This would have significant health benefits in terms of tackling obesity, heart disease and diabetes. Also, leisure cycling can be a stepping stone to utility cycling (using your bike for everyday journeys), which would help to tackle congestion and air quality issues in our towns and cities.

A recent consultation in Wales showed strong support for changes to public rights of way legislation to provide cyclists with greater access to the network. In fact, the consultation attracted more responses than just about any other survey they had commissioned. British Cycling has since written to the Secretary of State for the Environment asking for a similar review in England.

However, not everyone welcomes the idea. There are regular items in the local and national media highlighting the conflict that can take place between pedestrians and cyclists, particularly on busier paths. Walkers are often quoted as bemoaning the behaviour of irresponsible cyclists who expect them to jump out of the way, or approach from behind without ringing their bell to announce their presence.

The Kennet and Avon towpath is an interesting case in point. This is classified as a public footpath, but the Canal and River Trust permits “considerate cycling on their towpath”.  However, friction between cyclists and other users is all too commonplace, particularly in and around urban areas where usage levels are highest. The Trust has tried to tackle the issue by publishing a towpath code which they have promoted via the “share the space, drop your pace” campaign. Also, signs have been erected along the towpath in Newbury encouraging cyclists to slow down and give way to pedestrians. This has been done in response to complaints from path users.

Much of the problem boils down to the width of the path. Many public footpaths have a designated width of 2m or less and may be bounded by fences on one or both sides. This means that users must pass slowly and carefully to avoid injury or accident, which isn’t a problem if you only have to do this occasionally. However, when you have to slow down every few metres then the usability of the path is inevitably compromised.

Spokes takes on the Cycle Forum

West Berkshire Council recently announced that they could no longer formally support the Cycle Forum due to a lack of staff resources. However, all parties agreed that the Cycle Forum provided a useful platform for identifying and discussing local cycling issues and for consulting on proposed cycling policies, schemes and initiatives.

It was therefore agreed that the Cycle Forum could continue with Spokes taking responsibility for pulling together the meeting agendas and preparing the minutes. Cllr Adrian Edwards agreed to remain as chair, while the Council would continue to provide some administrative support in terms of sending out agendas and minutes, and booking the meeting rooms.

Spokes is keen to reinvigorate the Cycle Forum and we are currently exploring options for a new website to promote the exchange of information and ideas in the periods between meetings.

Spokes now has trained ride leaders

Spokes now has formally trained ride leaders thanks to a recent course organised by West Berkshire Council. Josh Kerry and Gordon Oliver attended the two day course that covered Ride Leader Training (Level 1), as well as Route Mapping and Planning. This means that we are now formally qualified to plan and lead rides of up to 50 miles.

Spokes has been successfully running a programme of informal, social bike rides for a couple of years, which are planned and led by experienced local cyclists. Although one of our group already has a CTC ride leader qualification, we were keen to get others trained up to ensure that we are delivering rides in accordance with best practice. As well as being helpful for our own purposes, it means that we can volunteer to lead more formal programmes of rides on behalf of third parties, such as West Berkshire Council.

The sessions covered a lot of theory including duty of care, child protection and risk assessment, as well as how to safely travel as a group, navigate a variety of different junctions and plan a ride route for different abilities.  These classroom sessions were then followed up with some practical assessments out on the road, where we could put our newly learned skills to the test.

Having cycled for many years, we considered ourselves to be quite knowledgeable and safe cyclists, but we were surprised at how much there was to learn and how leading a group of cyclists requires a very different riding style and set of skills to riding on our own.

We are looking forward to putting our new skills into practice on our led rides. These take place on the first and third Saturdays of every month right through to October.  We have a good mix of easier and intermediate rides to cater for a wide range of abilities.  To find out more and to book your place on any of the rides, please visit our page on the GoSkyRide.com website. What bike should I buy?

This is a question that we get asked a lot. Unfortunately, asking 10 cyclists what bike you should buy will get you 17 different answers, since most will say that you need more than one!

There are lots of different kinds of bike that you can spend your hard-earned cash on – cyclocross bikes, folding bikes, hybrid bikes, mountain bikes, road bikes, touring bikes, etc. This huge choice can be really confusing for new cyclists.

The first question that you need to ask is, “What sort of cycling will I be doing?”  Just as with cars, each bike is created to fulfil a particular role.  You wouldn’t buy a high-powered sports car if all you wanted to do was tootle to the shops and back.  Similarly, while a full-suspension mountain bike is great for rough, technical trails, if all you are going to do is ride on roads and the occasional towpath, then you will quickly get fed up with the extra weight of that suspension and the drag from the tires.

If you need a bike primarily for commuting, then you will probably need something with a luggage rack and mudguards (or at least the ability to fit them). Also, dynamo lights are great for commuters, as they are permanently attached, less attractive to thieves and you never have to worry about running out of batteries.

Other factors that you need to consider are comfort and riding position. If you suffer from back or neck problems then a road bike with dropped handlebars is probably not for you. Instead look at a hybrid or flat-bar road bike with a more upright position. An adjustable stem can also help you to find the perfect riding position.

Regardless of the style of bike that you choose, the most important thing is to ensure that it fits you. This is where your local bike shop has a massive advantage over the Internet. They will be able to discuss your needs, pick out some suitable models, help you choose the right size and make adjustments to tailor it to your particular requirements.

We would always recommend that you take a bike out on a long test ride – up to an hour if you can – to make sure that the handling and riding position are comfortable and that it does what you want. It’s always a good idea to compare two or three bikes in order to find the one that suits you best.
